When we present a matter before the Hon’ble Court, the Court often 
directs the concerned respondents to file their counter affidavits or 
their replies. Very often this reply has to be given within a fixed time period.  The reply is asked so that the State’s position could be understood by the Court and then it can 
arrive at a definite decision,

 the other side too” is the legal principle that no person should be 
judged without a fair hearing in which each party is given the

that my data backup was now safe. With this Rs. 20 got deducted from their
respective account balance. I said that this is a clear case of cheating and
theft done against their wish with the help of electronic devices. 
I prayed
that since I had heard this happening with many people, hence I want to
register an FIR in this matter of public interest. A petition was filed in the Hon’ble
Allahabad High Court, Lucknow Bench by Sri A B Sharma, owner and Sri Siddharth
Singh Bisht, Manager of Netage Solutions, New Delhi saying that the event was
only a technical snag and is only a civil matter where FIR had been registered in my influence.

It was really a great pleasure
standing before the Hon'ble Chief Justice Court and getting an extremely
positive and favourable response from all sides, including the Hon'ble Court
and the respondent counsel. 
In the PIL filed by me and wife
Nutan to end the current control exercised by the State Government on various
investigative agencies of UP, the Jon'ble Allahabad High Court, Lucknow Bench
asked the State government to respond with a detailed counter affidavit within
eight weeks.
 
The bench of Chief Justice
Hon'ble Shiv Kirti Singh and Justice Hon'ble D K Arora ordered that the State
shall indicate in its response specifically about that part of the petition
that prays that the concerned investigative agencies described as premier
investigative agencies of the State, shall be allowed to file their charge
sheet straight to the Court as against the present system of taking permission
from the State government.

Readers may recall the execution of Ajmal Kasab and Afzal Guru convicted of
terrorism-related crimes a few months ago. The executions were conducted
within a few days of the President's decision to reject the mercy petitions
in both cases. Now both the Ministry of Home Affairs (MHA) and the
President's Secretariat (Prez. Sectt.) have rejected all my requests for
information regarding the disposal of these mercy petitions. I apologise for
the late reporting of these developments which took place in March-April
2013. As mentioned in my last email I was hospitalized due to ill-health and
could not open the envelopes that came from these public authorities in

My mother always says that while other person’s works get done without any one even knowing about it, in my case even if the work is not done, it gets noticed and reverberated all through the world. Possibly she is not very wrong and I have been seeing this since the very beginning.  There would be hundreds of IITians who have got selected for IAS and IPS but I must possibly be the only person who was kicked out of M Tech program.  The reason was that when I performed rather poorly in the initial M Tech exams, my Professor asked me why I had done bad despite being a topper in the B Tech and I, instead of telling some lie, gave the true answer that I was preparing for the Civil Services examination, a fact that he could not relish and I was out of IIT. I came back home at Bokaro but it did not dishearten me in any manner nor did it have any adverse effect on me.

We have opposed the recommendations of the Board of Control for Cricket
 in India (BCCI) for various National sports awards. In our letter to 
Ministry of Sports and Youth Affairs, we have said that the 
recommendations of batsman Mr Virat Kohli for Arjuna award and former 
captain Mr Sunil Gavaskar for the Dhyanchand award are against the 
provisions of law.

As per the 
Government Rules for various National Sports awards, nominations made 
only by the National Sports Federations (NSFs) are entertained, but 
despite not being a NSF, BCCI sends nominations for these awards.

We have filed a Writ Petition No 3153/2012 in the Allahabad High Court,
 Lucknow bench against the BCCI getting all benefits of a NSF despite 
consistently refusing to get recognized as a NSF and thus shielding 
itself from the accompanying responsibilities and in the Counter 
Affidavit to this petition, the Ministry has said that presently there

Readers may remember the recent notification of guidelines for implementing
Section 4 of the Right to Information Act, 2005 (RTI Act) by the Department
of Personnel and Training, Government of India. The guidelines are

While a large number of recommendations of the Task Force set up by the DoPT
have been include in the guidelines there are glaring omissions. CHRI has

authorities including the Ministry of Consumer Affairs, Government of 
India. 

We had said that complaints were coming about Sahara 
India collecting money through the so-called Consumer products network, 
called the Sahara Q Shop so as to keep it away from the regulatory 
framework of SEBI, hence suitable action under the provisions of law be initiated in the matter to save the innocent investors. 

The Ministry of Consumer Affairs sent our complaint dated 06 November 
2012 to the Chief Secretary of Uttar Pradesh on 30 November asking him 
to investigate the matter and take appropriate action. It also asked the
 State Government to send to an action taken report in the matter. 

We eagerly wait for further action in this matter from all suitable 
authorities, because from whatever reports coming to us, we fear history

commissioning a study to find out the quantum of black money floating
in the economy, saying it would be a breach of parliamentary
privileges.


Admitting that it does not have any "exact estimate" of black money
which is in circulation inside the country or abroad, the ministry
said it had commissioned a study to estimate the quantum of
unaccounted income/wealth inside and outside the country and its
ramifications on national security.

This was done on the basis of recommendations of Parliament's standing
committee on finance.

beacon light shall be bought or sold in open market and all such beaconlights shall be provided only by the concerned government agencies, 
such that it becomes completely government controlled and there is a 
complete check on the use of the beacon lights and the possibilities of 
its misuse get almost eliminated.

IAS, IPS and other officers are also found using beacon lights without 
being authorized so and hence prays that other than acting against the 
vehicle or the driver, appropriate disciplinary action shall also be 
against all such Government servant whose private or government vehicle 
uses unauthorized beacon light.

Many a times we don’t even know about some of
the great warriors around us unless chance smiles at us. Their great exploits,
their struggles and their fight for justice is a saga to regale and to salute
and yet sadly many a times these facts remain unknown to us, unless per chance
we come to interact with them or we get to know about their great acts through
other quarters.

As luck would have it, today I met one such
wonderful person by the name of Sudhir Kumar Srivastava. Mr Srivastava is a
banker by profession. An extremely sad event happened in his life when his wife
Ms Nidhi Srivastava died, allegedly by wrong medical treatment. Since them he
has been fighting for justice, against all odds, coming to face many hardships
in various quarters, which resultantly has swarmed him into a cesspool of battles,
taking a banker from his cozy banking environment to such rough fields as Medical
Council, police stations and various Courts.

An Idiot on Facebook
 
As stated in an
earlier post, it is not all that easy to write something on Facebook without
the possibility of getting rebuked or severely attacked. More so when you are
trying to write something which you think is a satirical piece. 
 
I got the taste
of writing satire on Facebook when after my piece on Boston police encounter, I
was told to wake up and
stop hallow bragging and also to limit myself towriting a few “I, me,
myself” kind of puerile poems. As if this was not enough, I later cane to know
of another post by a gentleman named Sujit Sarkar. Sarkar saheb is not directly
connected to me as a friend on FB but we have a common friend Madhu Rayala. Mr
Madhu shared by post on his wall which, it seems, was read by Mr &lt;/pre&gt;</description>

For a better
policing

In the wake
of the spate of rapes and the alleged poor response of the police in these
offences, if we really want a better policing in India, we need to stop our
superficial approach and go for some of the fundamental reasons for the current
state of affairs.
Some of the
things that are immediately needed include-
1.       Strictest action against the delinquents in police- This can happen only
when we have an Independent Police Complaint enquiry system as found in Britain
and many other foreign countries and as emphasized by the Supreme Court in the
Police Reforms case
2.       Not limiting the action against policemen to mere administrative measures
but to initiate criminal proceedings as well, as and when a policeman is found
deliberately criminally liable in his conduct
3.       Immediately improve all t&lt;/pre&gt;</description>

cornered by political parties for failing to control law and

administrative reshuffle, Sadakant Shukla was again handed the

of the department which saw him shunted to Central Home Ministry
