The first thing that occurs is establishing a framework within which training and assessment are situated. This is essential to establish and maintain training quality to, in turn, maintain the quality standard of the product. I could illustrate the needs for this, but the examples are complex and therefore long winded. Hopefully the requirement will become obvious as I go along.
