Cannot even Browse while Downloading or Updating ubuntu

While i am downloading something or upgrading ubuntu, it takes all the
bandwidth and i cannot even open a webpage.
I never faced this problem in Windows.
Is it Linux Kernel's bandwidth management problem or an ubuntu-specific one?
I am using MTNL Broadband 512Kbps. New Delhi.

 I need some help. While updating packages on Ubuntu  i got this message
every time which says:

The Release Party will be on 6th May, 2012 (Sunday) at 3:00 p.m. (The MI
match will start at 4:00 p.m., so I thought we should meet up before the
match. Then, people can enjoy the match too)!

The Government notified on April 13, 2011 the Information Technology
(Intermediaries guidelines) Rules, 2011 prescribing guidelines to be
observed by the intermediaries. The rules were issued in exercise of the
powers conferred by clause (zg) of subsection (2) of section 87 read with
sub-section (2) of section 79 of the Information Technology Act, 2000 (Act
21 of 2000). The provisions of the new rules are unconstitutional as they
affect the right to freedom of speech and expression as well as right to
privacy of citizens, are arbitrary being violative of Art. 14 of the
Constitution of India and are ultra vires of the parent act. SFLC.in [1]
has come out with an ebook, Legal analysis of IT(Intermediaries
guidelines)Rules 2011 [2] explaining the impact of the guidelines which the
government has come up with.

hi,
can anybody help me in running xen using option install-method=copy so
that my downloaded .iso files of different operating systems can be
used. my dom0 is debian squeeze and processor is amd-athelon-250. I
have  recent version iso files of ubuntu11.10, suse, fedora-16,
debian-6, knoppix-6, gentoo, centos-6, mint, and scientific-linux-6
etc.

Connecting two Ubuntu laptops to transfer data

Hi

Needed to know what would be the best method to connect two laptops, both
using ubuntu using an ethernet cable, to transfer data directtly. There is
not option to connect onto an existing network.

Many years back a friend had connected his laptop to mine , i think using
ssh .

Also it seems that a cross over cable is not essential as the "newer"
ethernet cards are able to deduce and switch to the correct mode
automagically. So is this correct.

Hi all,
my friend is using BSNL broadband in Punjab using quidway Wa1003A (its a
ADSL modem capable of connecting via USB/LAN/wifi).
He is using Kubutnu 11.10 and want to use internet on it. we tried to setup
using pppoeconf and KDE's network manager. but pppoeconf is unable to
detect the modem.
is anyone using this modem on Linux over LAN cable or wifi? or how to set
up this modem on Linux?

I am struggling a bit with the bn-baraha.mim file, trying to get it
functional. There are only two remaining changes I need to accomplish,
in order to get it working, and am hoping you can help me.

Here are the two issues:

1. Currently for the sound "ba", there is the character "ব" in place.
But I need to change it to "ৰ", and move "ব" to the "va" location. This
is so that I will be able to write Sanskrit shlokas using the Bengali
script. (Both "va" and "ba" are needed in Sanskrit).

I have been able to get the "ব" moved over to the "va" assignment in the
file. And, using another Bengali font I was able to put a "ৰ" character
in for the "ba" sou
