Firefox/Mozilla resets the delay to 100ms if the decoder isn't finished in time, so I suspect that for the particular file it takes about 10 ms to decode each frame, so the framing interval becomes 110ms which would be observably slower. I'm recommending that Firefox/Mozilla extend the delay by 13ms instead of 100ms, which corresponds to one refresh cycle on a 75Hz monitor.
