The Monitoring and evaluation Officer will be responsible for providing
programmatic, technical and organizational development support to Sangama’s
network of district level SSRs, their programmes; supporting programme
development and capacity building; and support programme evaluations and
analysis and provide feedback on programming.


 *Key Responsibilities:*



1.    Programme Management



Objective: To enhance the quality of Pehchān Project through effective
monitoring and feedback system

·        Support the implementation of monitoring and evaluation plans and
budgets with Sangama’s SSR partners.

·   Contribute to the implementation and review of effective monitoring,
review and activities for programmes against agreed project deliverables.

·       Work with other members of the team to liaise with SSRs in
preparing and submitting programme and other reports on a timely basis, as
required, for internal and external use.

·        Provide timely feedback on programme reports and other documents
relating to programmes and SSRs.

·        Maintain up to date accurate records on MIS data and programme
indicators at all levels

·        Support the compilation of information, including workshop
reports, quarterly and annual reports and review and re-planning reports.

·        Support the development of tools and resources for use by Sangama
and SSRs  in monitoring

·        Support in implementation of online CMIS for programme

·        Support SSRs in systems and procedures to ensure donor compliance.

·        MIS data analysis and feedback to partners to enhance the quality
of programmes



2.    Programme Evaluation and Innovative/Operation  Research



Objectives: To conduct high quality programme evaluations and research to
strengthen Pehchān Project

·         Conduct programme evaluation and prepare strategic
documents/reports

·         Conduct innovative/operation research in thematic area and
prepare report such as growth monitoringetc.

·         Disseminate the learning through presentations and publications



3.    Capacity Building and Technical Support to the staff and partners of
Pehchān Project



Objective: To support the development of the programmatic and technical
capacity of programmes and team members to effectively manage and deliver
quality HIV/AIDS programmes.

·        Support assessment processes within Pehchān Project.

·        Support the development of M&amp;amp;E capacity building plans for needs
identified.

·        Provide support to the delivery of capacity building programmes
for SSRs.

·        Assist in managing any relevant external technical support that
may be required for programmes and partner NGOs.

·        Monitor, review and evaluate the progress and impact of capacity
building programmes.



4.    External Relationships and Networking



Objective: To develop appropriate external relationships to foster greater
understanding and support for thePehchān Project

·        Establish, maintain and strengthen effective relationships between
all partners of Pehchān Project.

·        In collaboration with the Programme Manager support in programme
evaluations strategies and data analysis and provide feedback on
programming to promote within Sangama and to external organizations.

·        Support the Programme manager in the compilation of information
from attendance at externalmonitoring and evaluation initiatives.

·        Liaison with SACS,TSUs, DAPCU and other development partners  in
coordination and data sharing


      5.    Miscellaneous

·        Undertake other responsibilities not outlined above which are
commensurate with a role of this nature in the charitable sector and which
have been discussed and agreed between the line manager and the post holder.

·        Takes on other duties from time to time in consultation with the
 Project Manager of Sangama Pehchan Project.



Eligibility:

Minimum 2 years  experience in Monitoring and Evaluation



Reporting and placement: The Regional M&amp;amp;E Officer will be based in
Bangalore and will be reporting to the Project Manager and will be closely
coordinating with the programme deliverables.

have to face in their day to day life. This is not something innocuous and that
should be forgotten as an isolated case of discrimination. 
 
Let us not forget that in the post
Tsunami relief and rehabilitation or for that matter in any post natural disaster
relief and rehabilitation phase Dalits have been facing rampant discrimination
by the Government Officials. Whether it was Tamil Nadu (post Tsunami),
Maharashtra (post earthquake in Latur), Gujarat (post earthquake), Odisha (post
cyclone) or even in recent times post Thane cyclone several kinds of
discrimination against Dalits have been reported.   Even
for a burial ground Dalits have to struggle a lot.
 
Naming of a park/road/street/railway
junction/airports or any other public space in the name of Gandhi, Nehru and
others is not seen as a problem but when it comes to respecting Dalit icons
like Ambedkar, Phule and others it certainly becomes a controversial issue. The
subsequent moral preaching by the so called progressive elements also starts.
 
Do read this news story before
jumping to any hasty conclusion. This too is an example of cultural violence
that Dalits have been facing since millennia.

Controversy over naming of road after Ambedkar

Is
Madurai Corporation discriminating against B.R. Ambedkar, the architect of the
Constitution of India, by refusing to erect a name board for a stretch of road
in the city? 
 
This is a
pointed question raised by the Dr. Ambedkar Advocates’ Association that has
been pressing for putting up the name board for the stretch of Madurai-Melur
Road between Periyar Statue junction and MGR statue junction after Dr. Ambedkar. 
 
The
demand came after Madurai Corporation embarked upon the new project of
installing retro-reflective name boards for arterial roads, streets and
by-lanes at a cost of Rs.4 crore. The blue signboards have attractive stainless
steel frame carrying the names of roads and streets in English and Tamil. 
 
However,
the lawyers’ association found that the Corporation that had put up the boards
for several by-lanes had not erected one for the Ambedkar Road. 
 
“As the
officials raised doubts, we had to produce evidence to show that this
particular stretch of the road had been named after Dr. Ambedkar several years
back. The address for the zonal office of State Bank of India showed that the
building was located on the Dr. B. R. Ambedkar Road,” said N.Tirukumaran,
association’s executive committee member. The issue was taken up with Collector
Anshul Mishra, who drew the attention of Corporation Commissioner R. Nanthagopal
to the issue in February. Mayor V.V.Rajan Chellappa then promised to install
the name board immediately. 
 
However,
as there was no sign of the demand getting fulfilled, the advocates threatened
a stir to erase other name boards with tar in April. They also sought
permission from the police for unveiling the name board near the Periyar statue
junction on their own. 
 
Subsequently,
a letter from the office of the Corporation Commissioner, signed by an officer
“for Commissioner” gave permission to the lawyers for installing the board. The
copies of the letter, dated April 9, addressed to D.Arul Joseph, joint
secretary of the association, were marked for the District Collector and the
Assistant Commissioner of Police (Law and Order), Tallakulam.
 
The
lawyers claimed that the permission given by the Corporation to install the
name board only vindicated their claim that the road had been named after Dr.
Ambedkar in the past. 
 
“Even the
name board of the community hall constructed jointly by the Corporation and the
Madurai District Tiny &amp;amp; Small Scale Industries Association (Maditssia),
next to the Corporation office building, says that it is located on Dr.
Ambedkar Road,” said advocate K.Sivalingam, a member of the association.
 
“When the
Corporation is giving permission for us to name the road after Dr. Ambedkar, I
wondered what prevented its officials from putting up the board for this (Dr.
Ambedkar) road like they have done for many roads, streets and even small
by-lanes in the city. The permission given to us (the association) to carry out
the work implies that the Corporation authorities are not willing to erect a
board bearing the name of Dr. Ambedkar,” said S.Maniraj, assistant secretary of
the association.
 
Onus on
government
The
lawyers said the government that had been spending crores of rupees for the
project was duty-bound to erect the name board for Dr. Ambedkar Road too. 
 
Meanwhile,
the lawyers incorporated “Dr. Ambedkar Road” in the Highways name board near
the Corporation office a few days back.
 
Just as
the issue, mired in controversy for nearly three months, looked to settle down
after the lawyers succeeded in putting up the name board for the road, it took
a new twist with the Corporation Commissioner denying that his office had
issued any letter giving permission for the lawyers’ association. 
 
“It is
not our (Corporation) road, but State Highways Road. Only the Highways
Department needs to give the permission,” Mr.Nanthagopal said. But, the lawyers
claimed that the copy of the letter was given to them by the Tallakulam police.
Assistant Commissioner of Police (Tallakulam), S.Dhanapal said the copy was
handed over to the police by Corporation officials. 
 
Mr.Sivalingam
questioned how the Corporation had put up name boards on other stretches of
Highways after other leaders. The Pangal Road (on Sivaganga Road), Palam
Station Road (on Bangalore Road), Kamarajar Road (on Ramanathapuram Road) are
some of the examples he cited. 
 
“More
recently, the new Council, led by Mr. Rajan Chellappa, passed a resolution
granting permission to name a stretch of Natham Road, a State Highway, after
Chenna Pulavar Karmeganar. The Corporation was quick to put up a huge board
reading “Chenna Pulavar Karmeganar” Salai. But, the officials are refusing to
put up the name board for Dr. Ambedkar Road,” he said.
 
Mr.Tirukumaran
said the attitude of the Corporation officials only reflected the
discrimination against Dalits. “They do not want an important road in the city
to be named after Dr. Ambedkar,” he added. 
 
He said
the advocates’ association would organise a grand public meeting at the Periyar
statue junction by inviting leaders of Dalit parties, like Viduthalai
Chiruthaigal Katchi and Puthiya Tamilagam, to “unveil” the board naming the
road after Dr. Ambedkar. 
 
They
would also not spare the legal route to get the Corporation erect the board on
its own, Mr.Sivalingam said.

Right to protest suffers another setback with this forum

On April 30, 2013, the Union ministry
of home froze the bank account of a coalition known as INSAF (Indian Social
Action Forum) and suspended its registration under the Foreign Contribution
Regulation Act or FCRA. INSAF is a network of 700 NGOs, people’s movements
against acquisition of lands and forests and other resistances from Koodankulam
to Kashmir. It has been a sort of facilitator, a clearing house for donations
and support to various struggles. The home ministry believes its actions to “be
prejudicial to public interest”.
 
On May 13, less than two weeks after
the attempt to stifle INSAF, news agency Reuters filed this report: “Foreign
institutional investors’ (FIIs) ownership of the BSE Sensex stocks touched its
highest in eight years as of the January-March quarter, Bank of America Merrill
Lynch said in a research report. During the Jan-March quarter, FIIs were net
buyers of Indian equities, while domestic mutual fund companies and state-owned
insurer lic were sellers, it said. According to regulatory data, FIIs have been
net buyers for 15 consecutive sessions, bringing their total investment for the
year to $12.70 billion.”
 
The contrast is quite remarkable. We
celeb­rate those who come to set up business, invest in the stock market, mine
our natural resources, build nuclear plants and run them. These investors in
smart suits and sharp shoes are to be feted and waited upon. They are the good
people with the big bucks who fit into the idea of India as an economic
powerhouse, the winners in this game of globalisation.
 
Then there are the wretched of the
earth who stand in the way of this wonderful progress. These little people
inconvenience the big plans, be it the POSCO project in Orissa, SEZs across the
country or the nuclear plant in Tamil Nadu. There seems to be no ambiguity on
the issue for those who run the country, frame its laws and implement them:
those who resist are a danger to public order.
 
Given the recent action on INSAF, one
can only presume this is the Orwellian standard that will now be applied in a
future India. Without getting into the complexity of FCRA, there is something
seriously wrong with the spirit of the law. Basically, it can be countered not
by legalese but by a very simple argument: if a government can get billions of
dollars worth of foreign investment for a specific project that is cleared on
paper, why can’t a meagre amount of foreign funds reach activists who wish to
help those who actually live on the land where these projects are planned? And
we are talking small change here, a few thousands to a few lakhs compared to
the billions on the other side.
 
How did we end up creating a world
where those who make the blueprints are celebrated while those who sweat it out
with people are seen as dangerous?
 
The attempt to crack down on INSAF has
been made possible because of the amendments to FCRA in 2010. Rule 3 of the law
now says that the activity of any organisation that “employs common methods
like bandh or hartal, rasta roko or jail bharo” will be deemed political in
nature although it is not a political party. The government, of course, has the
right to define such organisations.
 
The point here is not to argue against
a scrutiny of funds that come for political activity. The rules, in fact, began
to be tightened in 1984 when several Sikh organisations using violent methods
were getting funds from abroad. The VHP likewise raises money outside India for
activities that are certainly political. But how can legitimate struggles
against specific policies, the leitmotif of a healthy democracy, be seen in the
same light as advocacy of separatism, violence or communal hatred? The UN Human
Rights Cou­ncil resolution adopted on March 21 this year actually called upon
states to ensure that “restrictions are not discriminatorily imposed on potential
sources of funding aimed at supporting the work of human rights defenders”.
 
And if we are so suspicious of foreign
funds coming for those who influence public opinion, why leave out the media?
According to a FICCI report, FDI inflows to the information &amp;amp; broadcasting
sector, including the print media, was $2.17 billion in India in Apr 2010-Mar
2011. The same report says that “India has one of the most liberal investment
regimes and the media and entertainment industry has significantly benefited from
this.” But we see no grand conspiracy about the “foreign hand” if the news
channel we watch or the newspaper we read is partly owned by foreign groups
when in fact there is evidence that the media now accepts certain agendas
unquestioningly.
 
The INSAF story is at its core an
action against the idea of legitimate protest on which this country was built.
In an age of corruption at every level, it’s an obvious attempt to intimidate
those who challenge certain notions of “progress” and care about things other than
profit margins.

Feels "super cool", "great" "proud" to see that have worked closely with 20
NGOs out of 97 registered for Sunfeast World 10K Run/ Marathon... I am

I am running for iVolunteer to show my consistency towards various causes
dear to me and towards which I have been contributing my bit for past 9
years. I am participating in Run solely with an intention to make thousands
of people aware about various Volunteering opportunities which are available
under one umbrella named iVolunteer and to raise funds for my organisation
and invest the same in productive projects like Refurbishing an
organisation/Government school (library set up, basic needs availability,
painting of school etc).

 

Through my run I want to also bring focus to the India Fellow program that
iVolunteer is starting which aims to work with young people and build them
into social leaders of tomorrow. 

 

We believe that  In each and every sector, India needs talented young
leaders who have had deep exposure to India's broader realities, who
understand the challenges and opportunities presented in diverse
environments, and who have the skills and determination to discover and
implement innovative ideas. Fellowship programme will give them exposure to
One year immersion with organisations  working on social change through
leadership training throughout the program. The India Fellows program will
develop skills, perspectives and empathy of the Fellows so that they
approach their future path with passion and purpose... We will need minimum
of Rs 2,50,000/- to launch the same. Hope through support from many of you
this will be achieved...

We will like to introduce you to one of our newest initiatives GYAN (Get
Your Answers Now)  These are short 5-6 hour technical sessions on very
specific skills such as 'How to use PowerPoint effectively' or 'How to
manage your programmes smartly' or 'How to read a financial statement' or
'Develop skills in excel' or 'Brand Building &amp;amp; Marketing' etc. These are
sessions that are designed and delivered by senior professionals who are
volunteering their time and skills.

As a trainer the sessions are a unique volunteering opportunity as:

1.           They are limited to a maximum of 8 participants.

2.           The level of understating of the potential participants is
assessed prior to the training session so as to customize the training
accordingly.      

3.           The scope of the session is clearly defined with a CLEAR
TAKEAWAY e.g. for a session on "making a corporate pitch" the participants
may leave with a broad design of a pitch for their organizations, or get
their existing pitches critiqued and improvised by the trainer.

4.            The sessions comprise of theoretical concepts however the
FOCUS is on PRACTICAL ON THE JOB INPUTS, PRACTICE SESSIONS etc. As a result
both the participant and the volunteer realize the value of their time
&amp;amp;effort.

Till now your skills &amp;amp; passion have influenced lives of a few individuals,
now it's time to witness how your skills can strengthen the organizations
that support these beneficiaries. And lead to a larger impact on the lives
of the under privileged. Therefore come forward and volunteer to take a GYAN
session in the area of professional expertise.

After months of testing, Change.org is ready to launch a new revenue
model that is geared to consumers, not organizations. By targeting
consumers, the change.org team expects to pull in steady revenues in
smaller dollar amounts. Contributions are capped at $1,000 per user
per petition, but beta tests found that 98 percent of contributions
were under $100. During the test period, a total of 5800 people
contributed to promoted petitions.

Ministry of Water Resources Releases Hydro-Meteorological Data
Dissemination Policy (2013)

In pursuance of the recommendations of the National Water Policy (2012) for
placing all hydrological data, other than those classified on national
security consideration, in public domain, Ministry of Water Resources
(MoWR) had formulated a draft Hydro-meteorological Data Dissemination
Policy, which was released for comments on 7th March, 2013. It was also
circulated amongst related Ministries/Departments. Based on the comments
received, the Hydro-meteorological Data Dissemination Policy (2013) has
been modified and finalized.

The Hydro-meteorological Data Dissemination Policy (2013) provides for
hosting of all unclassified data (after validation and to the extent
published in Water Year Book, Water Quality Year Book, Water Sediment Year
Book, Ground Water Year Book) on IndiaWRIS (web based Water Resources
Information System) website, which can be downloaded by any web-registered
user free of cost.

The hydrological data of Indus basin &amp;amp; other rivers and their tributaries
discharging into Pakistan and Ganga-Brahmaputra-Meghna basin &amp;amp; other rivers
and their tributaries discharging into Bangladesh/Mynmar have been
categorized as classified data. A Classified Data Release Committee is
proposed to be set up to examine all requests for release of classified
data.

The Hydro-meteorological Data Dissemination Policy (2013) is available on
the Ministry of Water Resources’ website http://www.wrmin.nic.in

It is expected that implementation of this policy would result into open
access of all unclassified data and streamlining of the process of
obtaining classified data.
