Progressive lawmakers in the USA have authored a bill which proposes an 
end to fossil fuel subsidies. The measure is known as "End Polluter 
Welfare Act" and would save the nation an estimated $110 billion over 
ten years.

    <title>like WCN? like Venice? (let's go network...)</title>

Here is another attempt to insert some life into this list (as well as
network). This September 19-23 there is going to be a conference in Venice,
Italy on Degrowth. This is an important movement that has gained traction
in the past few years (some of you may have read about Francois Schneider
and his 14 month walk with donkey in France, in one issue of Carbusters).

Venice is also the glorious example, par excellence, of a carfree city and
beautiful carfree spaces, that all of us in the network like to gush about.
Well, there has been some talk among a few of us, of getting carfree people
to attend the conference, and using the opportunity to spend a little time
(ideally after the main conference) of planning for future ways that WCN
can play a role in shaping sustainable mobility and moving forward the
carfree concept, in light of the closing of the Prague office closed last
year.

Take this then as a call to see who is interested and would like to attend,
or help plan a mini-event and get-together. It will be great to see some
old carfree activists come together, but it can be equally super if some
fresh faces show up. Anyone interested, please speak up! (either on-list or
off-list)

Also in the planning is the ecotopia biketour, which will travel by bike
from Spain through France to Italy, ending up at the conference. Then there
is a group who want to walk a stretch to the conference, with a donkey
entourage, just like Francois all those years ago (Francois btw, will also
be present, at least at the conf) . I've heard also about a regatta with
rowboats... So in a word, there is hope to do some action, such as a
critical mass ride, or something else that we could organize. I think it
could be great if an action could take place that would specifically bring
the carfree nature of Venice to light, support and promote that aspect of
the city.

So, here is the question, what are any of your action ideas for such an
occasion? I know that if Joel comes, he'll take a video or three. What else
could we do? perhaps use the occasion as a scene for a statement broadcast
worldwide? some media action? theatrical or otherwise? in Venice we
wouldn't so much protest AGAINST something as FOR it...

if anyone wants to discuss this here, would be great, we still have a
little bit of time... also, if enough momentum develops, we can migrate to
a smaller discussion forum. As other groups such as biketour are planning
actions, we could coordinate something together. I have contact with the
conference organizers and am also looking for more contacts to local
institutions or groups. would be nice to hear from any italians on the
list..

    <title>With gas prices major problem: opportunity for carfree program</title>

Is it not RIGHT NOW the best time to make a clear presentation or summary
of the major action points for carfree cities and areas? Gas prices are
causing headaches and otherwise unsolvable problems for both private
citizens and their communities, cities, regions, etc.

What I would propose:

1. Make cycling 100% safe where possible, by creating segregated lanes
without any contact with motorised traffic.

2. Make walking 100% safe with segregated lanes/paths, etc.

3. Lower the price of public transport especially when it is run on
electricity or other sustainable energy forms.

4. Learn about the benefits of compact living for citizens and their
cities, regions, etc:
- Better economies at all levels
- Better air quality and environment
- Better health
- More room for nature to thrive
- Less energy used
- Less greenhouse gases emitted
- etc!

As previously reported here, a former banker living in Maine, USA is 
attempting to raise $2 million to build Piscataquis Village in Maine. 
This is to be a 125-acre development that will be entirely carfree, and 
based on design elements that feature narrow pedestrian streets, small 
plazas, attached buildings and arcaded sidewalks. See recent article for

A community in Brooklyn, NYC, USA has recently seen a fence erected in a 
location where local children have been known to throw objects at

In Greece, due to the economic crisis and austerity measures, more than 
a quarter of a million cars have been taken off the roads - by their

IKEA Holding Services (connected to the home-goods giant) has announced 
plans to build an entire neighborhood in Stratford, East London, near to

water-taxi service is meant to provide a "Venice-like feel".

through red lights, if there is no traffic around. The system will be

accidents.

A new comprehensive examination of biofuels and their relationship to 
climate change has been made, with a special view to palm oil, jatropha

Dear carfree campaigners,

After many months of efforts to streamline and find new uses for World Carfree Network Europe o.s. (the legal entity registered in the Czech Republic), the Management and Steering Committees have indicated that they want to dissolve it as soon as possible. All outstanding tasks dating back to summer 2010 and ealier have been completed, leaving WCN Europe solely as a generator of administrative work, without a useful function. In addition, we did not receive any proposals to host the TCC conference in 2012 - traditionally WCN Europe has been used to channel funding for this event. The governing bodies of WCN Europe have therefore called an annual general meeting (AGM) that proposes the immediate dissolution (closure) of WCN Europe.

The AGM will be held via Skype on 18 May. An agenda is attached. For practical reasons we require your votes by e-mail (to simon-eIl3k1piWmly0T758RiaJg&amp;lt; at &amp;gt;public.gmane.org) on the two attached proposals by 12:00 on 18 February 2012. These are (i) the dissolution of WCN Europe and (ii) the distribution of its assets.

Please note that the closure of the registered NGO WCN Europe o.s. does not affect the current activities of the 'virtual' organisation WCN, including decentralised activities such as the website, bulletin and Carbusters Online. There are exciting plans for the future of World Carfree Network - basically starting afresh - but these are for separate discussion in the near future and approval at the next WCN Global AGM.

We look forward to receiving the votes, comments and other thoughts of all European Members by 18 February. After the closure of this chapter we really hope that the positive business of relaunching WCN to serve members better and advance the carfree cause can begin.

format is slightly different. In case everything doesn't look quite

      CARFREE VILLAGE PROPOSAL

There is a proposal to create a compact, carfree, 125 acre village, on a 
site totaling 500 acres in southern Piscataquis County, Maine, USA. 
Currently investors have already made commitments that amount to 1/8 of 
the total amount needed. Anyone interested in this project is requested 
to get in touch with the initiators.

      SAFE STREETS CHALLENGE

World Streets is opening the Safe Streets Challenge, to run between 2012 
and 2015. An introduction and a description of what is to come are

      ROAD DEATHS MAP

An interactive Road deaths map is available that shows all of the deaths 
that occurred on US and UK streets in the first decade of the 21st 
Century. The zoomable map breaks down data by specific location, year of 
crash, age of deceased, and mode of transport. The organisation 
RoadPeace has also created a video commemorating cyclists killed in

      CARFREE TIMES - FRESH ISSUE

Carfree Times #64 has just been released. It is the last Carfree Times 
issue this year, and according to author Joel Crawford, "Carfree.com as 
a whole will have served about 1.2 million pages and 95 GB of files in 
2011."

ELIMINATE HORN HONKING!

Horn honking is a nuisance to many people. Horns going off at night 
disturbs everyone.

A New York resident decided she would take it no more and has launched a 
petition to get this technology eliminated and bring about saner air 
waves for everyone. There are alternative technologies that are already 
available.

So please take a moment to go to the petition and sign it. Pass it onto 
your friends who would also like to put a end to useless noise pollution.

Delhi leaders announced plans for a congestion charge to ease traffic 
woes in the city. The 150-rupee fee, which would be imposed on private 
vehicles entering central city areas during the day, will encourage the 
use public transportation instead. Motor-vehicle traffic in Delhi has 
doubled in the last five years. In the meantime, India is posting its 
lowest car sales in a decade with a drop of 23.8 percent in October 2011.

In the Indian state of Bihar, it has been noticed that providing 
students with bikes increases school attendance. The Mukhyamantri Balika 
Cycling Yojna project gives female students in the state of Bihar 2,000 
rupees so that they can buy a bicycle to travel to school. Since the 
project began, 871,000 girls have started cycling to school, and the 
number of girls enrolled in school has increased from 160,000 to 490,000 
over the last seven years.

China matures as an automobile society. The 100 millionth vehicle was 
added to China's streets late this year; that number is expected to 
reach 200 million by the year 2020, by which time private cars are also 
expected to be the primary means of transportation. Some have questioned 
the strategy of car bans and would rather see the automobile embraced, 
including some within the government.

A world away, Sacramento's State Route 275, once a mile-long stretch of 
freeway, has been converted into the Tower Bridge Gateway, a landscaped

At a sport's outing in Japan, a number of luxary cars (including 8 
Ferraris) were all involved in a pile-up crash that spared humans, but 
cost $3.85 million. The cars were moving at 140-160 km/h at the time 
this happened.

After Paris's successful bike hire system Velib', the city has just now 
launched a short term public car rental system, called Autolib' - which 
is the first car rental system of this scale in a European capital. 
Autolib' has 1120 stations and 3000 electric Bluecars.

    REPORTS


      ECF STUDY ON CYCLING AND EMISSIONS

A new study put out by the European Cyclists' Federation (ECF) 
investigates the potential of cycling to reduce emissions. This is the 
first study to take into account emissions related to production, 
maintenance and the fuel of the bicycle.

The study comes to show that cycling emissions are ten times lower than 
those of a passenger car and e-bikes have emissions in the same range as 
ordinary bikes.

      "CARFREE CITIES" Youtube CHANNEL

Carfree.com has launched its own Youtube channel - "Carfree Cities". The 
small but growing collection of carfree themed videos includes "Occupy 
All Streets" as well as portraits of several urban areas. More videos

BASIC BIKE PARTS
One Street has launched One Street Components in response to the rapid 
extinction of basic bicycle parts. This became necessary to their Social 
Bike Business program, that provides durable transportation bikes to

ASPO-USA conference for 2011 will take place on November 2-5 in

TIPNIS campaign poster
*STOP THE AMAZON HIGHWAY!
*Call on Bolivian president Evo Morales to cancel all plans for the 
construction of the Amazon highway through indiginous territory in 
Bolivia, which hurts the people of TIPNIS and also will endanger the 
ways of life of the forest and its people.

Due to heavy protest at the plans, Morales has suspended construction of 
the highway, although it is feared that plans are still on the table and 
will resume again once protests subside.

There has been a fair level of brutality by police forces. In response, 
the defense minister resigned, and Morales has called for an 
investigation into the incident.

Chen Guangbiao is one of the richest Chinese businessmen. In Nanking, he 
staged a media event where he had one of his luxary cars smashed to 
pieces, as a symbolic gesture of taking action against the pollution of 
Chinese cities by cars. One of his suggestions is to raise the price of 
fuel by 50%. He has also called on people to use their cars as little as 
possible.

Cebu City in Philippines implemented carfree day in the downtown. 
Proposals sent to city hall consist of ideas to transform road use for

New York city received a new park - up above the street level, along an 
unused train corridor. The newest addition - called High Line

became very popular. The planners of the elevated aerial park worked ten 
years to get it ready.

New public bike sharing systems are continuing to gain in popularity 
around the world. A system in Melbourne, Victoria is up and running with 
600 bikes, and Chicago, Illinois recently announced plans to make 3,000 
bicycles available for public rent by next summer. New York City is 
currently taking suggestions from the public via its Web site about 
placement of rental stations for its upcoming bike-share system.

According to a recent ranking of 17 European cities on air quality,

2011 URBAN MOBILITY REPORT

The Texas Transportation Institute at Texas A&amp;amp;M University has released 
its annual mobility report, which looks at traffic and congestion 
throughout the USA. It has found, for instance, that the cost of 
congestion is $100 billion in total. Traffic problems are also tied to 
the economy, and are set to get worse in the future.
