    <description>&lt;pre&gt;On behalf of the North American Network Operators' Group (NANOG) and the 
American Registry for Internet Numbers (ARIN), we would like to take 
this opportunity to draw your attention to the 2013 Postel Network 
Operator's Scholarship.

The Postel Network Operator's Scholarship targets personnel from 
developing countries who are actively involved in Internet development, 
in any of the following roles:
Engineers (Network Builders)
Operational and Infrastructure Support Personnel
Educators and Trainers

This is not a postgraduate fellowship or academic scholarship.

Individuals may nominate themselves for the Scholarship via email. The 
Scholarship will be awarded annually to a recipient selected by a 
committee comprising representatives from the NANOG Board of Directors 
and the ARIN Board of Trustees. The selection committee will 
"whimsically" select the annual recipient exclusively in response to the 
question: "What Would Jon Do?" if he were asked to select a recipient.

The successful applicant will be provided with transportation to and 
from the NANOG and ARIN joint meeting 7-11 October 2013 in Phoenix, 
Arizona, USA, and a reasonable (local host standard) allowance for food 
and accommodation. In addition, all fees for participation in both 
meetings' events will be waived. The final grant size is determined 
according to final costs and available funding.  The chosen recipient 
will be advised at least 2 months prior to the fall meeting date.

Applications from qualified individuals are now being accepted.  The 
deadline for application is  7 June  2013 and the awardees will be 
informed by 19 July  2013.

take place from 7:00 PM until approximately 11:00 PM EDT. ARIN users 
will experience interruption of three external services while
this maintenance is performed.

For the duration, you will not be able to log in to your ARIN Online 
account. Any mail sent to Registration Services will be queued and not 
immediately acknowledged. Additionally, transactions submitted via 
ARIN's RESTful Provisioning service will be rejected with an outage 
error. Once the systems are back online, you will regain use of your 
ARIN Online account and queued mail will be processed. You will need to 
resubmit any RESTful calls sent during the outage so they can be processed.

All other publicly available services (Whois, IRR, DNS, etc.) will be 
available during this outage.

    <title>RIRs Submit Remarks to ITU WTPF-13</title>

    <description>&lt;pre&gt;On 29 April 2013, the RIPE NCC formally submitted a document to the ITU
Secretariat on behalf of the five Regional Internet Registries (RIRs). The
document addresses a range of issues that will be discussed at the
upcoming ITU World Telecommunication/ICT Policy Forum 2013 (WTPF-13). The
document is available on the NRO website at:

The document addresses some of the opinions discussed by the Informal
Expert Group (IEG) that was convened in preparation for the WTPF-13. It
includes an annex outlining the efforts of the five RIRs to support the
deployment of IPv6 and IPv6 capacity building.

ARIN, along with representatives of the other four RIRs, will be present
at WTPF-13. We welcome the community's feedback on any of the points

    <title>Passing of Bob Stratton</title>

    <description>&lt;pre&gt;It is with great sadness that ARIN informs the community of the death of 
Robert Stratton, ARIN's Chief Financial Officer. Bob passed on Monday, 
29 April 2013, after a courageous battle with cancer. He was 55 years 
young.

Bob joined ARIN in March of 1998 when ARIN was only 20 employees. ARIN 
President and CEO John Curran said, "Bob was a key contributor to the 
success of ARIN through his dedication and tireless efforts. Bob's 
financial acumen and intellect were a rare combination indeed, and his 
enduring smile lifted the spirits of everyone who had the pleasure of 
working with him."

We will all miss Bob's inquisitive mind, compassion, sense of humor and 
sharing of Civil War history and financial articles. We have lost a 
dearly beloved ARIN family member and friend.

Our thoughts and prayers are with Bob's family; wife Deborah and 
daughter Julianne, of whom Bob was immensely proud. Expressions of 
sympathy may be sent to info-VVaJSnPt7Kc&amp;lt; at &amp;gt;public.gmane.org, and we will forward them on to

deploy new functionality in ARIN Online. This work will take place from 
3:00 AM until approximately 5:00 PM EDT.

ARIN users will experience interruption of three external services while 
this maintenance is performed. For the duration, you will not be able to 
log in to your ARIN Online account. Any mail sent to Registration 
Services will be queued and not immediately acknowledged.

Additionally, transactions submitted via ARIN's RESTful Provisioning 
service will be rejected with an outage error. Once the systems are back 
online, you will regain use of your ARIN Online account and queued mail 
will be processed. You will need to resubmit any RESTful calls sent 
during the outage so they can be processed.

ARIN Whois and Whois-RWS services will be available but may be degraded 
while the system updates are completed. All other ARIN publicly 
available services (IRR, RPKI Repository Services, etc) will be 
available during this outage.
