As many of you know, a deep discussion has been happening on Meta over the past few weeks about the design of the new Funds Dissemination Committee.  For those of you who haven't followed along in great detail, we've created a short summary of the goals of the work and the recommendation that is emerging.

The link to this summary is here [1]. (See the full draft resolution here [2] and the corresponding discussion here[3]).

Three requests:
* Please read the summary, as this has important implications for future funding within the movement
* Please forward it along to any lists or communities that you think should be aware of this work
* Please translate it or ask others to translate it so that other communities can stay up to date as well.  To date, the majority of this discussion has happened in English and we are eager to share this update in other languages as well.

This Friday the Wikimedia Foundation's mobile team will be hosting an IRC
office hours to talk about the new version of the Wikipedia mobile site,
along with other upcoming updates to the way readers and contributors
experience the projects on mobile devices.

This is the first office hours with Phil Chang, the product manager for
mobile, since the Foundation has worked to release new versions of the
mobile site, iPhone app, and the Android app. If you're interested in those
projects and future work on mobile contributions, I highly encourage
attending. :)

groups, and while I have no interest in becoming a sysop, could really use
the Account Creator permission.  Is there really no page to publicly
request this?  The instructions cited below, taken from here[1], suggest
so, but that just feels broken.  I don't like the idea of privately
reaching out to some admin for this permission.

I checked into the liability and benefits questions with our HR department
and WMF's Chief of Finance and Administration, and here is some more info
from them:

Individuals who have been awarded Fellowships from the Wikimedia Foundation
are covered by the insurance of the Wikimedia Foundation for work done as
part of their Fellowship agreement.

If they are in the United States, through third party service, the
Wikimedia Foundation is able to provide health insurance. If they reside
outside the United States, then the Wikimedia Foundation provides a
financial supplement to enable the Fellowship recipients to cover their own
health insurance.

If a Fellowship recipient is traveling on behalf of the Wikimedia
Foundation, outside of their home country, then they are provided with
travel accident insurance by the Wikimedia Foundation.

From 29 June until 1 July 2012 the Wikipedia Academy (#wpac2012) [1]
will take place in Berlin, under the theme “Research and Free
Knowledge”. For the first time, Wikimedia Deutschland organises this
conference in cooperation with Freie Universität Berlin [2] and the
Humboldt Institute for Internet and Society [3]. This year, we lay the
focus on research on, with and within Wikipedia and invite researchers
who scientifically deal with Free Knowledge and its implications for
research and society to participate in the conference.
The Wikipedia Academy is aimed to address an international audience.
The conference language is English.

On Friday and Saturday the conference will be set at Freie Universität
Berlin, School of Business &amp;amp; Economics, Garystrasse 21. The event
venue for Sunday will be announced soon.

Most of the world was on life+50 or greater before the latest round of
US copyright extensions and before 1989 the US didn't really engage
with international copyright very much.

Of the various common copyright terms Life+70 tends to have more to do
with Germany and the EU than anything else. Life+50 tends to be due to
a mix of laws acquired from various empires (the most useful map when
dealing with copyright is often

convention. The US might try and get countries to enforce their laws
but the actual terms are more likely to be colonial relics (although
why north korea's copyright law looks so German will remain a mystery)

Well, actually it was for the benefit of printers. As is reflected in
copyright today, which is for the benefit of publishers.




I think this is a straw man rendering of the position, but I do think
that forcibly tearing down the whole edifice would be a vast
improvement in the world.




That's why a term that doesn't blatantly take the piss might have a
chance, yes. 14 years may be all they end up getting.

I think the larger point is that regard for copyright coming to a death
knell by the internet, and the care from Nobody is how people make money
based on this concept.  Should musicians less rely on publishing rights and
yield them to CC and publish them on Wikisource, and rely on touring and
willing-to-pay agreements with commercial use?  That's just an example, we
have the recent issue of bringing United States tax-payer funded research
being released under strict commercial licensing in order to make money for
publishers and not the researchers or the source of the funds.  It's about
letting go of the old source of economics for publishers and embracing a
new model.

Why?

The whole idea of copyright - as the US started seeing it, in our
constitution and thence onwards, is properly rewarding creative people
for their efforts.  Free content and culture and information -
Wikipedia included - is great.  I don't see any need to forcibly tear
down the whole edifice of commercial paid arts in the process.

In particular, the public has no problem with individual musicians and
writers being rewarded for their efforts.  Trying to overcome that
would mean making enemies out of most of the populace on this when we
don't have to.

The authors I've talked to about this see books turned into films in
the 8-10-15-20 year timeframes and want at least that much, and also
notice that the Tolkein estate are making out like bandits from the
recent trilogy, which was far longer downstream.


Nobody's made a big public case for any shorter term.

That's a mistake.  The whole CC and free content movement needs to
step up.  We need Cory and other luminaries advocating for a sane

Non-sarcastic reply, it's not about the US or harmony.  It's about
understanding, and the expectations of understanding international
copyright law through the web is a high specialized skill not even really
developed.  We have regular copyright complaints to Wikimedia sites from
people that lack a general understanding of the national and international
copyright rights. Often times these are questions that no lawyer I know can
genuinely answer, because there isn't one for their particular country.  We
just have to wing it and explain what we know.

That is, of course, not the case: the US raises the term then works
very hard to get its copyright laws "harmonised" internationally. So
that is actually the reason.
