Nowhere in the standard bibstyles is "keywords" used, in other words, its contents is usually completely ignored. Unless you refer to a concrete .bst file that deals with this keywords field, nobody can tell whether the separation should be spaces or commas. The .bst file is the place where to look. BUT... there is BibLaTeX which probably will become the successor of bibtex. And there is indeed a keywords field. On page 25 of http://www.ctan.org/tex-archive/macros/latex/exptl/biblatex/doc/biblatex.pdf it says... keywords field (comma-separated values) Hope that helps.
