This won't help for imports, but I've seen places where people have put in
ways along now-absent features with only a note= tag saying that the
features are now gone.  That at least catches people who are tracing from
outdated aerial imagery.

You can't rule that out, though. For example, the runways of RCAF Port
Albert are still in CanVec, but were dug up in 2006. Every time I'm near
there in OSM, I slide over and check to see that no-one's put them back.
They've reappeared once, and may do so again.

   It's very unlikely that there will be another import unless by chance 
there someone has created data that is of greater quality than we would 
typically see in OSM.

   There is some active work on reusing our changes.   So deletions and 
moves can be detected.  If you later create an area polygon for the 
element, copy all the tags from the node to the polygon, then remove the 
node.

historical I mark it as such.  For example the original Red Robbin
restaurant recently closed, so the building is marked accordingly.  Since
its on great real estate, it probably won't remain vacant long.

- the first (common) part *should be* in englisch
- the second (individual) part will be in the resp. languges of our partner.

This is already sometimes done for rivers, with "waterway=river" for
the line, and "waterway=riverbank" for the boundary of the area.

What do you mean by "keep track of"? What do you want to do with them?

Me, I probably have thousands of changesets - I don't really pay
attention to them. The data is what matters to me, now the
changeset...

Methods for this vary. My suggestion: try several methods, and see
what works best for you. Discuss with other people in your area, and
