    <description>Just looked at mantis 1.2.0a2-SVN on the Mantis site, and noticed that 
Manage columns is not translated into French.

Issue 9436 opened in the bugtracker.

One menu item, and all strings in account_manage_columns_page.php need 
to be translated.

While we're at it, I suppose we should also check the full file for

I'm currently unaware of Mantis development for some time, but if I 
remember correctly, the interface character encoding is directly tied to 
the encoding of text sent through HTML forms by the user's browser, 
which ultimately is stored into the database. Unless Mantis is doing 
some conversion, setting the interface character encoding indirectly 
affects the database encoding.

Actually, I wonder why we need On/Off labels at all.
Those are used to set some configuration options in the plugins, but
honestly I can't see why are we using a pair &lt;input type="radio"&gt;
instead of a single input type="checkbox"&gt;.

s_on = 'On'         &lt;- for switching some flag to the "on" state
s_off = 'Off'

In the last few weeks I worked on converting the mantis manual from
HTML to DocBook format.

This is the first step of a process with the following goals:

1. have a single, versioned source for HTML and PDF manuals
2. keep the manual more up to date with new features
3. allow translators to provide localized documentation

The requirements we identified so far are:
* we want to tag/branch manual+sources at the same time
* we want a single location for all the translations
* we do not want to force downloading manual for just working on the
code, and vice versa

To support all of the above, I think we need a major reorganization of
the repository; something like:

Please find attached a patch with my "propositions" for the French
translation, based on the one released in Mantis v.1.1.1.

First, my "corrections" are, from my point of view, for both french
for France and Québec. IMHO, as it was said, it is better to use
Unicode and the QC version use less words imported from english.

Now for what I patched. Mostly, my "propositions" are :

- replaced '...' by '…' (ellipsis)
- replaced ' :' by ' :' (with an unsecable space - nbsp)
- a few non consistent 'URL', replaced by 'hyperlien'
- corrected word beginning with 're' (for re-doing)
- uppercase letter with accent
- a few typo and minor errors
- replaced the word 'cheminement' by 'processus' (that's probably the
only case where a French person would hesitate a few seconds before
understanding)

Si Incidencia queda bien, lo que proboca que esa fila de buttons(botones) 
quede muy larga y haga que la primera tabla se más ancha que las siguientes,
