    <description>&lt;pre&gt;It's a curious time, indeed, many things are shifting and many people
are suffering economically. Ironically I'm told people are more likely
to be active during down times, perhaps understanding the strong links
between cars and oil and suburbs, and the present conditions -- and
how much worse it can get -- would motivate people. For my "two cents"
I think we need clear campaigns with clear goals people can get
behind, focused on big results, but I don't know how to get us there.
A meeting is a good start.

Speaking of the economy, Joel: Good point about the cost of Venice
potentially being a barrier.  I've been assuming that the Ecotopia
Biketour would find a free sleeping place that we could share as well.
This usually means a huge room where sleeping bags are welcome. At
least the conference is very inexpensive as conferences go, and is on
a sliding scale.

I've been assuming all along that it would work out that at least some
of us will be there, but yes to firming up plans and inspiring more
people to join. For me it's not hard, as I'm living a nice train ride
away in Bologna and also helping with Biketour.  I've asked BT
organizers if we have a sleeping place for Venice yet that can be used
for the WCN revival effort as well, and will report back.

Haven't replied to certain other posts including Simon's request I
summarise discussions thus far due to a variety of circumstances,
apologies.

Dear Joel, I agree with most of the things you have mentioned. Yes Venice is for sure very expensive city. 

I will be participating at EcotopiaBiketour from Torino or Milano towards Venice.
I guess we will be staying close to Venice at Mestre. Actually we are looking for a cheap solution as a sleeping place.
We will be there around 19th or 20th of September. I'm not sure if I will stay there for a few more days.

Here at Belgrade my NGO "Yugo Cycling Campaign" has applied for a funding of European Mobility Week Program.
If we get the approval there will be some small scale one day conference "Eco-Mobility" on 20th of September with 
two international guests from EC Directory General for Environment and European Cyclists Federation.
I will inform you, or simply send you invitation when there will be certain decision about this conference.

I was thinking about meeting at Belgrade if not for this occasion but for some other opportunity to show you the city
of Belgrade which has wonderful location at confluence of two big rivers Sava and Danube.
But my hometown has so many problems with traffic congestion and one of the worst public transport systems in
the neighborhood. There has been some initiatives to make it better with introduction of new vehicles like new trams,
trolleys and buses but this is just small contribution to solution of the big problem.

Public campaigns like Rising Awareness About Choice of Alternative Transport are almost useless if there is not safe
space at the streets for cyclists. That's why we now have our traditional monthly Critical Mass "Streets for Cyclists" 
organized every last Friday at 5:30 pm. We have celebrated our first birthday with around 100 participants !. Not that
much !. Well this is just the first year. But the number is still growing from month to the next month there will be more
cyclists. We want to encourage more people to leave their cars at home and ride bikes instead.

I'm eager to help and solve the problem of our network as soon as possible and continue with our collaboration in the
future. I'd like to hear your opinion about the further steps towards the consolidation of the WCN.

Thanks to Joel for his e-mail. I share his frustration at the lack of progress towards carfree. There appears to be little in the way of general interest in the subject, as exemplified by declining activity on this mailing list for the last few years. We have also noticed that the number of contributions to WCN's World Carfree Day wiki has fallen every year, with just a handful of entries last year. This means WCN cannot answer media enquiries on the subject, which in turn means less positive media coverage of carfree issues.... In addition, we received no proposals to host the 11th Towards Carfree Cities Conference.

Interest in particular causes or activities is cyclical: right now carfree is at a low ebb, but I'm hopeful new interest can be generated as we approach World Carfree Network's ten year anniversary. As Joel says, carfree has never been more relevant as a solution to congestion, climate change, physical health, city liveability and the rest of it.


I think a physical meeting in Europe is a good idea - there are few places better for inspiration than Venice. I have registered to attend the Degrowth conference in September, and am planning to join the Degrowth walk from Milan to Venice (see the Degrowth conference website). This walk and the parallel bike tour (tours?) could be good opportunities to spread the word about carfree and attract people to a 'Future of Carfree' meeting in parallel with or after the Degrowth conference. We are open to ideas for actions.

WCN's internal mailing list has recently hosted a discussion about restructuring and relaunching, but so far there have been no concrete, workable plans with the names of people committed to help implement them. Your ideas would be welcome on this list, or off-list to me if you prefer.


In the meantime we have a team of three core volunteers to maintain the website, prepare the bulletin and coordinate Carbusters Online.


I sincerely hope the carfree idea doesn't fade away. I think there are people out there who truly believe in it - over to you to make yourselves and your ideas known...

I really don't have any idea any more what we should be doing. I would like to gather with some carfree supporters soon, somewhere. We need to discuss what to do next.

end to fossil fuel subsidies. The measure is known as "End Polluter 
Welfare Act" and would save the nation an estimated $110 billion over

Here is another attempt to insert some life into this list (as well as
network). This September 19-23 there is going to be a conference in Venice,
Italy on Degrowth. This is an important movement that has gained traction
in the past few years (some of you may have read about Francois Schneider
and his 14 month walk with donkey in France, in one issue of Carbusters).

Venice is also the glorious example, par excellence, of a carfree city and
beautiful carfree spaces, that all of us in the network like to gush about.
Well, there has been some talk among a few of us, of getting carfree people
to attend the conference, and using the opportunity to spend a little time
(ideally after the main conference) of planning for future ways that WCN
can play a role in shaping sustainable mobility and moving forward the
carfree concept, in light of the closing of the Prague office closed last
year.

Take this then as a call to see who is interested and would like to attend,
or help plan a mini-event and get-together. It will be great to see some
old carfree activists come together, but it can be equally super if some

Also in the planning is the ecotopia biketour, which will travel by bike
from Spain through France to Italy, ending up at the conference. Then there
is a group who want to walk a stretch to the conference, with a donkey
entourage, just like Francois all those years ago (Francois btw, will also
be present, at least at the conf) . I've heard also about a regatta with
rowboats... So in a word, there is hope to do some action, such as a
critical mass ride, or something else that we could organize. I think it
could be great if an action could take place that would specifically bring
the carfree nature of Venice to light, support and promote that aspect of
the city.

So, here is the question, what are any of your action ideas for such an
occasion? I know that if Joel comes, he'll take a video or three. What else
could we do? perhaps use the occasion as a scene for a statement broadcast
worldwide? some media action? theatrical or otherwise? in Venice we
wouldn't so much protest AGAINST something as FOR it...

if anyone wants to discuss this here, would be great, we still have a
little bit of time... also, if enough momentum develops, we can migrate to
a smaller discussion forum. As other groups such as biketour are planning
actions, we could coordinate something together. I have contact with the
conference organizers and am also looking for more contacts to local
institutions or groups. would be nice to hear from any italians on the
list..

This should be a requirement.

In general we need to re-think roads. They can't be maintained in their
present form given projected shortfalls of energy and resources, nor are
they needed in those forms. More green space, more cobble or gravel, less
parking space, more areas off-limits to trucks (which do major damage to
local streets), etc...

    <description>&lt;pre&gt;A newbie to the group here, but I wanted to say this is a great topic. 
Right now is a catch-22 with the funds tight everywhere, cities are less 
willing to spend money on things like bike infrastructure which they 
consider frivolous right now even though it is a good financial decision in 
the long run. It irks me to know end when I see the wasted funds on road 
repair over and over again without a moments thought to how cheap and easy 
adding some bike infrastructure would be along with it.

As for the plan, I think focus on the economic benefits, as that is where 
people are feeling the pinch and that is where they are looking for relief.

I like the sound of paying more attention to the carfree message in the
media. And yes, in fact there was a media working group in the past,
although that has not been very active of late. But if there is renewed
interest in that, there is no reason why we couldn't restart that! I would
suggest, if Aaron, Jason and others are interested, we could start by first
recruiting a few more volunteers, and then continue with the work on the
media list.

It would make the most sense to start with a few modest goals, and see how
that goes. Work could consist of both sending reactions to car-slanted
stories in the media, as well as getting out the word with blogs and
articles in various places. There could also be a basic message template
that could function as a press release or a basic article to build on.

Are there people who would like to work on that? I could put a call out to
join in the bulletin or elsewhere, but it would be good to have 5-10 or
more people to get started.

    <description>&lt;pre&gt;Great idea about building in emergency capacity for communities.
Buildings can also be more fire proof.

Here in Bologna (Italy), I rarely see a fire truck, although I see
plenty of car crashes and ambulances. This contrasts with the USA
where the Fire Department is typically the first on the scene at all
emergency response, because they are fastest and generally deployed by
default.

I assume fire engines are rarely seen because the city is built of
bricks; a building on fire seems very unlikely. Good thing too as
people tend to be locked behind multiple gates and doors, and the
density means an urban wildfire could spread very quickly.

In the USA, automobile congestion is a major factor in emergency
response delays, causing additional loss of life. (In contrast there's
no delay when there's a critical mass ride when a fire truck needs to
get through, because bicyclists clear the street almost instantly,
whereas motor vehicle gridlock has no option.)

All the more support for carfree cities, even if they must be built
with bricks with hoses dangling everywhere. :)p

The original idea was to get the word out: this is an exciting idea.
Maybe easier said than done, but one must start somewhere. Is there
any energy for this? Should a committee be created? WCN was working on
identifying media contacts around the world at one point when I was on
the Steering Committee. There is so much opportunity to put the
carfree cities idea on the web now (commenting on news articles and
blogs, for instance), and there are rarely articles about the carfree
cities solution. Letters to the editor of major newspapers is an
additional approach. It just takes time, although it can be fun, and
more effective with some coordinated energy. One approach (or first
step) would be to make resources available:

* How to make a public message

* Where to make a public message

I know such things have been made many times, most NGO/NPO groups have
at least an internal one. So we could probably find some of these and
make a super global excellent one.

Then in terms of making it happen, since we can assume zero funds at
present we could maybe make a game...you get points...

    <description>&lt;pre&gt;I have noticed in some car-free areas of Shanghai, the fire service is built
into the community's structure.  There are facilities with extinguishers and
hoses at certain points  in the community, which means the community members
are largely their own fire department.

It is also worth noting that these communities have no buildings taller than
three stories, which also tends to mitigate the need for more elaborate fire
protection investments.

Emergency services are a bit of a red herring. The actual number of trips is
very small and most of the police activity can be on bikes. The number of
ambulance runs will be down significantly now that people aren't getting
hurt in car crashes. 

Except for Venice and Fes, no existing city has streets that are too narrow
for emergency services. When we narrow the streets after cars are gone, we
must make sure not to make them so narrow that fire trucks cannot serve all
buildings. This is not difficult, and smaller fire trucks are already in
wide use in Japan in any case.

So, there's really no reason to delay on the conversion to carfree cities.
