The Commonwealth holds the "post and telegraph" power and this makes it the ultimate arbiter of telecommunications naming and numbering within the Commonwealth's jurisdiction. AuDA is currently the government's nominee, as per
&amp;lt;http://www.auda.org.au/pdf/auda-govt-endorse.pdf&amp;gt;

AuDA doesn't need explicit government income --  it has been granted a monopoly over a Commonwealth resource of considerable value and thus can levy taxes itself.

The Internet Governance Forum is a UN programme to follow on the World Summit on the Information Society (WSIS). Funding by DNS administrators is somewhat new, and already seems to be hijacking the agenda somewhat.

I suggest a practical approach. Are you willing to give AuDA what they want (guessing, but I'd say they are seeking a recommendation from the meeting for the further auctioning of cc2LDs)? And if so, what do you want them to put on the IGF agenda -- for example, a statement endorsing New Zealand's recent abandonment of software patents could be worthwhile.  For their own ends they are giving you a podium and suggesting a message, so use the podium for the message you want to send.

I don't think technology development is dominated by

interests, certainly not in this country anyway.

Not being any sort of expert in governance of the internet, I withdraw

I'm going to hazard a guess and say no?

That article mentions DBCDE (federal gov department) and something called
the Governmental Advisory Committee. auDA is a "industry self-regulatory
body" and has been recognised by the government but is not the government
per-se. Its budget ( http://www.auda.org.au/about/budget/ ) doesn't appear
to show any government income.

I personally think having members of our community take part in something
like this could help keep some balance so decisions are not dominated by
commercial/proprietary interests, especially in relation to copyright, web
standards etc. I imagine there are folks here who would have an interest in
generic TLDs - ahem .conf.au (although it's not a new one).

Hi everyone,

With thanks to Brianna Laugher for making us aware of this initiative, 
we wanted to promote the opportunity to become an Australian Internet 
Governance Forum Ambassador to the Linux and Open Source Community in 
Australia.

The Australian Internet Governance Forum, curated by auDA, has been run 
for the last few years as an open, collaborative workshop promoting and 
facilitating discussion on the key topics driving the future of the 
internet.

The 2013 event will be held in Melbourne on 16th-17th October.

This year's topics include gTLDs, rights of children online, legal 
rights and cybercrime and several others.

Linux Australia is proud to be working in partnership with auDA and 
intends to provide financial support (subject to Council approval) to 
the event, with the specific aim of assisting diversity of 
representation at the forum.

The Forum is specifically looking for Ambassadors to lead discussions on 
areas of internet governance in which they are passionate, have an 
interest and in which they could convene a panel of subject matter 
experts to lead and contribute to debate and workshops. A small number 
of Ambassadors will be chosen to represent Australia at the global 
Internet Governance Forum in Bali later in the year.

Doubtless this is a fantastic opportunity!

auDA launches 2013 Australian Internet Governance Forum and “auIGF 
Ambassadors” initiative

.au Domain Administration Ltd (auDA), manager of Australia’s “.au” 
namespace, is proud to announce the launch of the 2013 Australian 
Internet Governance Forum (auIGF).

The auIGF brings together stakeholders from industry, government, 
academia and the not-for-profit sector to discuss Internet-related 
issues, exchange ideas and best practices, and help shape the future of 
the Internet in Australia.

The event will be held on 16 and 17 October 2013 at the Park Hyatt in 
Melbourne. Its main themes will be:

• Legal frameworks and cybercrime
• The role of the Internet in breaking down national, social and 
cultural borders
• Children and the Internet – rights and protections
• New generic Top Level Domains (new gTLDs) – consumer choice or 
consumer constraint?

To ensure that the auIGF is relevant and responsive to the needs of the 
Australian community, organisers are seeking the input of stakeholders 
to identify the Internet-related issues that matter most to them.

The organisers are specifically seeking contributions from individuals 
and organisations that are willing to commit the time, expertise and 
effort to propose and develop workshops on any topic that relates to 
both their own area of interest and the broad goals of the auIGF.

These “auIGF ambassadors” will be exclusively responsible for developing 
an auIGF workshop, inviting and confirming local and international 
speakers, and developing a brief report on the outcomes and discussion 
topics of the session. Ambassadors will also need to be available to 
attend the global IGF in Bali between 21 and 25 October, to contribute 
the outcomes of domestic discussions to relevant workshops and panel 
discussions and report back on those sessions.

Although this will be an unpaid role, auDA will provide funding to cover 
the travel and accommodation of ambassadors for both the auIGF and 
global IGF.

To nominate as an ambassador, interested parties should send a brief (no 
more than 1000 words) application to auigf-TAMIzkY9Ku+6c6uEtOJ/EA&amp;lt; at &amp;gt;public.gmane.org by 31 May 2013. 
The application should include:

     a brief personal Curriculum Vitae and, if appropriate, description 
of the organisation the ambassador works for / represents;
     contact details for two referees;

explanation of how the session relates to the goals of the auIGF and is 
of interest to the broader Australian community;
     a summary of the panellists and speakers that would be invited to 
participate, including the current linkages and contacts of the 
applicant that would reasonably facilitate the successful engagement of 
these invitees; and
     a statement of commitment to delivering upon the stated 
requirements expected of an auIGF ambassador.

Parallel to the web team is our membership database (memberdb). memberdb
is an open source project ( https://launchpad.net/memberdb) which needs
some updating. Primarily we would love help from a PHP hacker who could
assist in implementing three new features.

 - Having memberships automatically expire.
 - Renew memberships and executing member functions through hashed URL's.
 - A way to bulk email/mailmerge to all of our members or a subset by
status.

If this sounds like something you're able to help with we'd love to have
a chat.

= Webteam =

 - The webteam is looking for new leadership. This involves helping
manage and maintain our web services - primarily Drupal and Mediawiki.
You would ensure that patches are applied and that the websites function
as expected.

- If you enjoy writing content and structuring webpages your help could
be invaluable in ensuring our public websites are up to date. For
example, we would appreciate help adding news articles, re-arranging
menus appropriately and maintaining our historical pages.

 - We would also appreciate help from people skilled or wanting to
become skilled in Google Analytics to help ensure that website content
decisions are data driven.

The Australasian Open Source Developers Conference is one of the top 
conferences for developers in Asia Pacific. It's primarily focused on 
development with open source tools and development of open source 
software, and is now in its 10th year.

For the first time, the conference is crossing the ocean and is landing 
in Auckland, New Zealand, 21st - 23rd October 2013, at the lavish 
Langham Hotel. This makes it truly an international event to that is a 
must attend.

Covering everything from revision control to the latest software 
development methodologies and tools, OSDC cannot afford to be missed by 
anyone who uses open source development tools, or writes open source 
software.

Our focus this year is security, identity and privacy.

We need YOU as a presenter! Your pet project, what you're currently 
working on, what you'd like to work on. You've got a great idea in your 
head, and and we would like you to speak about it at OSDC2013 Auckland. 
Perhaps someone has suggested that you submit a proposal because they're 
impressed with what you've been doing, or perhaps you've given talks at 
other conferences or events and you'd like to give one here. Perhaps 
you're a repeat speaker, or at least a repeat proposal-submitter and you 
want some hints on how to make it much more likely your talk will be

    Membership - In the period since last meeting 24th April, there have
    been 5 applications for membership of LA. These have all been
    approved except from one applicant, who has yet to provide her last
    name as per the constitution. Membership stands at 2928 according to
    MemberDB.

    Insurance policy renewals from HIMAN BHINDI at oamps

Hugh advised that the policies are ready to pay. Discussions currently 
in progress regarding specific inclusions and coverage limitations.

    Request from Open Food Web from KIRSTEN LARSEN and next actions
    (we postponed part #2 of her request at last meeting)

Discussion was held on whether we should fund development of open source 
software.

MOTION MOVED by El President that Linux Australia fund the Open Food Web 
project with a grant of $2000, SECONDED by Hugh, passed unanimously

    Sponsorship prospectus for GOVHACKAU from PIA WAUGH in response to
    our initial sponsorship enquiry

Discussion held around sponsorship prospectus, in particular the large 
amount. General agreement that it would be a positive association, and 
in line with values. General consensus that sponsoring a 'Linux 
Australia' prize would be of more value. General discussion around 
liking requirement of mashups to be released under an open source license.

MOTION MOVED by El Presidente that Linux Australia sponsors GovHackAU at 
the Gold $5k level total sponsorship, with a preference for the 
sponsorship to partly go towards a prize. This sponsorship denotes Linux 
Australia's support for the open government movement.

    SLUG Subcommittee changes from TIM ANSELL

MOTION MOVED by El Presidente that Council accept the changes to SLUG's 
Subcommittee, and additionally notes the fine efforts of Tim Ansell,

    LA Privacy policy enquiry from PETER LAWLER (to linux-aus list,

Council noted thanks to Peter for bringing this to our attention, and it

    Grant request from ROBERT FELDMAN for Rails Girls Brisbane

General consensus that this is in line with Linux Australia's values and 
diversity. Council noted that our Grant policy stipulates a two week 
feedback period. Given the timeframes, strong consensus for support for 
the event, lack of dissenting opinion on the linux-aus lists and strong 
merit of the application, Council decided to approved the grant request 
in the amount of $500.

Shaun Nyquist - Clinton has liaised with Shaun regarding this request. 
Discussion around whether it is within Linux Australia's remit to foster 
open source within south-east Asia. The need is not urgent. Noted that 
this request was sent to linux-aus list in late February.

DECISION to defer approval of grant request until current state of

    <description>&lt;pre&gt;I was wondering if the linux-aus community had any sort of opinion on
the proposals to the AMCA around changes to the Telecommunications
(Types of Cabling Work) Declarations [1]?

To summarise, and please correct me if I'm wrong; to do any sort of
domestic permanent cabling work (through walls, etc) that will connect
to an external network -- even through a ADSL, cable or NBN modem --
requires a AMCA "restricted" license [2]; something quite non-trivial
to get.  It basically means you can not DIY an internet-connected
wired-network within your house without the services of a licensed
contractor.

Now that every blu-ray, TV, media streamer and HDMI cable has
ethernet, plugging these in and connecting them to the internet falls
under the regulations.  This means hi-fi installers now technically
need to be registered cablers.  The proposal at [1] discusses this
issue and suggests that media equipment be made exempt.

Again, as I understand it, it's perfectly legal to run as much speaker
wire, twisted pair copper, fibre, string-with-tin-cans or anything
else not related to mains power through your walls however you want.
The problem comes when you plug that into the public network -- via
the modem even -- it all becomes covered.

With NBN rolling out 1GB speeds, there is real reason for people to be
wiring up their homes with internal LANs.  There is much discussion of
this elsewhere [3].  My personal feeling is that the rules are
overreaching somewhat, but I could certainly be swayed by evidence
that DIY data cable installations have a poor safety record.

The ACMA has a call for submissions on changes to the exemptions until
Friday, 24th May [1].

Similarly to last year, Call For Proposals (CFP) submissions will open

be announced in October 2013. There are three types of proposal --
presentations which are 40 minutes; tutorials which are 90 minutes;
and miniconfs which run for an entire day.

Proposals must relate to projects which are released as Open Source,
and the source code must be available at the time of the proposal
being made.

    <description>&lt;pre&gt;Dear Linux Australia Council,

Nigel Rausch, whom I've been working with in organising the first Rails
Girls event in Brisbane, mentioned that it may be possible to apply for a
grant from the Linux Australia Council towards the sponsorship of this
event.

I have been working closely with Nigel and a number of others in the
Brisbane Ruby community in putting together an event that has a number of
aims, including: (a) encouraging women to participate in a workshop that
will introduce many to programming for the first time, in an open and
supportive environment; (b) promoting diversity by bringing together
programming beginners, as well as advanced female programmers, across a
wide range of demographics and socio-economic backgrounds across SEQ,
whilst being supported by experienced RoR mentors, and (c) strengthening
the Ruby community, and more generally the developer community, in
SEQ/Brisbane.

We have a number of local development businesses supporting this
initiative, plus several sponsors, one of which is Red Hat.  Red Hat are
kindly sponsoring the provision of 50 USBs which will contain a  Fedora
image of the Rails environment to assist with installs on the first evening.

The Rails Girls workshop will take place at River City Labs on 24 &amp;amp; 25 May.

The response so far has been quite overwhelming.  We "sold out" our initial
allotment of 50 participant tickets without any real marketing push and
have released another 10 tickets in case some can't make it.  We'll have at
least 10 mentors across the weekend plus a number of other Rails Girls
guests.

As this is a non-profit event, RCL have agreed to host the event for free
and are providing food and drink on Friday night (to name just a little of
the support they've offered/provided).  We have been looking for sponsors
to support the provision of food and drink for Saturday.  So far we have a
commitment from Brisbane Marketing of $500.  We estimate that we'll need a
budget of around $1000 (looking at pizzas, snacks, alcoholic and
non-alcoholic beverages for 60-70) for Saturday.

I am therefore seeking Council's consideration to provide the balance (or
more - happy to return any unused funds).

Myself or Nigel would be more than happy to discuss the event in more
detail.
