I view this effort and coordination to this point as a first step.  As
the Council representative on both SEACOOS and in SECOORA I plan on
tapping into all our connections with state (SCDNR, FWRI, NCDMF and
GDNR) and federal fishery scientists as well as our Scientific and
Statistical Committee, industry and science representatives on our
Species, Habitat and Coral Advisory Panels in providing input to this
process as well as our Fishery Ecosystem Plan development process.  I
apologize if that hasn't gone as far as it could have by now but I have
been out of the loop due to personal reasons and I wasn't able to be
involved until just recently.  This coordination and engagement of a
broader group will happen.

Grant has a regional fishery extension group with good fishing industry
contacts as well as state fishery managers.  At the workshop we can talk

Cisco - that is the way it is, clearly. The point I am trying to make is 
that we continue to develop "white papers" on "requirements" for a 
prototype (or actual) "operational" system, with a very large number of 
stakeholders (those that would use this) outside or only loosely linked 
to the process.

I will be happy to remind ourselves of this in JAX, just in case some 
don't realize this.

Hello Frank,

There is a statement in the document, next to the team's present 
composition (page 5), that should alleviate your concerns.  It states:

"The team’s charge, membership and structure will be revisited at the 
Jacksonville meeting."

That is the intention, to update, revise, improve, broaden (choose your 
qualifier) the team at the meeting.  Please, let's brainstorm and make 
recommendations at the meeting how best to achieve this.  Ultimately it 
will depend on what we agree to prioritize, etc.  To do so over e-mail 
without the benefit of a full discussion, I suggest may not be the best 
way to proceed.

   While I do not stand in the way of improvements, not everyone's 
semantics mean the same thing.  We may get some specific statements for 
improvements from the FWRI folks on biologically specific aspects, and 
I'm sure at the workshop we will get lots of other inputs from people 
who may have not fully climed in yet.  These, of course, must all be 
taken very seriously.  If we take stakeholders seriously then nothing 
will get derailed.  Having said that I must also say that I often find 
EPA speak (their semantics) such as "stakeholder" to be less than 
useful.  Using Bush semantics that leads to some being dividers, not 
uniters.  So in the SEACOOS white paper I hope that we can include 
everyone's interests and expertise in a well discussed and fully vetted 
way so as many people as possible will be happy with a document that is 
both focused on a reasonable number of topics that we can make headway 
against and also scientifically defensible.

Actually, I would like to also suggest that the language be reviewed
carefully. I am not asking to change the substance of a document vetted by
this small group, Bob, but to make sure that it does not get derailed when
vetted by a larger group of important stakeholders.

In my opinion, we are still in the review mode, and it will be like this
for some time.

Note that I made the same point Madilyn made about "products" in my email
of 10 July (attached). I would request that we change the language as
Madilyn suggested in her previous message. We should try to be sensitive
to this important issue of semantics.

    <description>Dear Fish Team,
   The stench of red-tide and hurricane induced rotting fish outside my 
office building made me think of y'all.  So attached is a small revison 
to the present "white paper."
   Along with satellite data overlays I think it importnat to emphasize 
that the fisheries issues are fully 3-D.  Hence the addition that I made.
   We have a nice draft going into the workshop.

    <description>I like the west Florida shelf gag work.  We are doing similar work on the Atlantic side, FL to NC.  We have determined gag spawning times and places from gonad histology, and have placed satellite-tracked drifters and drift bottles on those sites (FL to NC) at the peak of spawning (2005; also planned for 2006).  Eularian measurements of hydrography and circulation along these shelf-edge reefs and across the shelf to estuarine nursery areas would also be useful to further define recruitment patterns to juvenile habitats and to predict recruitment to the fishery.  Data would be useful for other shelf-edge spawners that are estuarine or coastal dependent (menhaden, bluefish, red grouper, flounders).
