 Raghav was a prominent Hindi writer of the 20th century, who started 
writing at the age of 13 years, and during his short life of almost 40 
years, he was endowed with a number of prizes. He was at the same time a
 novelist, a short story writer, an essayist, a critic, a dramatist, a 
poet, an historian and a reportage writer. He could possibly do all this
 in such a short time period because 
whatever he had to do, it was on his own and it did not involve one or 
more Government departments. Or otherwise, his situation might have 
become similar to that of the title of one of his famous novels Kab tak 
pukaroon (How Long Do I Call).

himself and had the liberty to express and implement them on his own. 
Possibly the same would not have been the case with a public office 
which seem to be having their own methodologies and speed and rules of

It was really a great pleasure
standing before the Hon'ble Chief Justice Court and getting an extremely
positive and favourable response from all sides, including the Hon'ble Court
and the respondent counsel. 
In the PIL filed by me and wife
Nutan to end the current control exercised by the State Government on various
investigative agencies of UP, the Jon'ble Allahabad High Court, Lucknow Bench
asked the State government to respond with a detailed counter affidavit within
eight weeks.
 
The bench of Chief Justice
Hon'ble Shiv Kirti Singh and Justice Hon'ble D K Arora ordered that the State
shall indicate in its response specifically about that part of the petition
that prays that the concerned investigative agencies described as premier

Readers may recall the execution of Ajmal Kasab and Afzal Guru convicted of
terrorism-related crimes a few months ago. The executions were conducted
within a few days of the President's decision to reject the mercy petitions
in both cases. Now both the Ministry of Home Affairs (MHA) and the
President's Secretariat (Prez. Sectt.) have rejected all my requests for
information regarding the disposal of these mercy petitions. I apologise for
the late reporting of these developments which took place in March-April
2013. As mentioned in my last email I was hospitalized due to ill-health and

My mother always says that while other person’s works get done without any one even knowing about it, in my case even if the work is not done, it gets noticed and reverberated all through the world. Possibly she is not very wrong and I have been seeing this since the very beginning.  There would be hundreds of IITians who have got selected for IAS and IPS but I must possibly be the only person who was kicked out of M Tech program.  The reason was that when I performed rather poorly in the initial M Tech exams, my Professor asked me why I had done bad despite being a topper in the B Tech and I, instead of telling some lie, gave the true answer that I was preparing for the Civil Services examination, a fact that he could not relish and I was out of IIT. I came back home at Bokaro but it did not dishearten me in any manner nor did it have any adverse effect on me.

We have opposed the recommendations of the Board of Control for Cricket
 in India (BCCI) for various National sports awards. In our letter to 
Ministry of Sports and Youth Affairs, we have said that the 
recommendations of batsman Mr Virat Kohli for Arjuna award and former 
captain Mr Sunil Gavaskar for the Dhyanchand award are against the 
provisions of law.

As per the 
Government Rules for various National Sports awards, nominations made 
only by the National Sports Federations (NSFs) are entertained, but 
despite not being a NSF, BCCI sends nominations for these awards.

We have filed a Writ Petition No 3153/2012 in the Allahabad High Court,
 Lucknow bench against the BCCI getting all benefits of a NSF despite 
consistently refusing to get recognized as a NSF and thus shielding 
itself from the accompanying responsibilities and in the Counter 
Affidavit to this petition, the Ministry has said that presently there 
are 51 recognized NSF, BCCI not being among them. While they have been

Dear All,


1.    Here I like to convey my thanks to you all (over 550) who were prompt in writing to me intimating Non-receipt of revised pension as per government decision of 24 September 2012. My gratitude to others too, who could not communicate with me due one or other reasons.


2.    Our collective effort made RBI to take prompt action on 22 April 2013.
 
 
3.    Media has already started writing about. I am reproducing below two media stories by 'GovernanceNow' and 'MoneyLife' along with Links: Please do circulate it among affected pensioners.

    <title>DoPT's Gudelines for implementing Section 4 of the RTI Act in India [1 Attachment]</title>

Readers may have been wondering at the long pause in communications from my
end. As I was quite ill for a few weeks I could not keep up the task of
updating you. I am on the road to recovery and have started work slowly.
Apologies for the long silence.

 

Readers may remember the recent notification of guidelines for implementing
Section 4 of the Right to Information Act, 2005 (RTI Act) by the Department
of Personnel and Training, Government of India. The guidelines are

While a large number of recommendations of the Task Force set up by the DoPT
have been include in the guidelines there are glaring omissions. CHRI has
written to the DoPT highlighting the need for plugging these gaps in the
guidelines for implementing the proactive disclosure obligations under the
RTI Act. A copy of the letter is attached.
