Thanks in part to Linux, and the FOSS community in general, there are a lot of Internet-based services you now get for free: email, apps, storage space, compute resources, etc.  But not everything is free.  If you are a freelance/independent consultant, you can still charge time-and-material for services you render.  How much you charge is totally up to you.

Thanks for the info.  The article is a bit thin on information. Aside from
saying it can infect via the browser there is not much to be gained. Does
the Trojan affect all browsers or only the default?  Does it affect all
versions or only specific ones?

It is not clear in the article weather it will be delivered as IaaS,
PaaS or Saas. Can anyone shed light on this? Other comments in this
thread are pointing to SaaS but it's not indicated in the article.
Upon reading "setting up it's own cloud", I assumed it's IaaS, the
same services offered by AWS.

I am in favor of having emails hosted and servers located in the Philippines for soveriegn reasons - especially for our government use. But I prefer our government to outsource this function to a local IT company who are more technically capable of running cloud infrastructure. Our government will save on buying hardware, licenses, salaries, connectivity and maintenance costs. More importantly, the private sector would be able to profit and provide local employment.
 
Disclosure: My company provide email hosting and virtual server hosting to government offices already on a non-cloud infrastructure. Our servers are located in Vitro Data Center and IPVG.

They, like other local hosting providers, would become relevant to
this government private "cloud" (urghh) if their servers are situated
in the country.

My point is actually more on - it won't really matter whether
proprietary or FOSS solutions are used, as strengths of each platform
can be leveraged depending on circumstances. What matters most is if
the solution can be delivered properly and promptly.

As long as the solution is hosted on Philippine soil, it gives DOST
the leverage to wring necks when shit hits the fan. I can imagine MS
giving in to a local partner who would request to have a private
install of Office 365 on government servers in the Philippines, same
also with the other competitors in this space like Oracle, IBM, EMC
and the like.

I don't see Google establishing data centers for Philippine government
contracts just yet. Nor do I see them willing to sell Google Apps in
an appliance like the Google Search Appliance pizza box. If that
happens though... kudos to them and their tech partners. Government
contracts are lucrative.

It would've been nice if there are local providers willing to fork the
time, money, manpower and like for things like HIPAA, BS 7799/ISO
27001 using a free software stack or hybrid solutions employing FOSS
and proprietary technologies, but they should have existed years ago
and not just today. Integration and development do take time and
expertise and not just going p
