While I'm not a spokesman for anyone in this matter, or on this list, I could make the following observations: -

1The radio protocol used is proprietary to the radio manufacturer. This isn't too important at this stage, as the focus on "TVWS" is about determining which spectrum can be used without causing interference, rather than how good the communication itself is, IMHO.
2The DB operates on a geo-location basis, rather than actively sensing in terms of "Cognitive Radio" principles
3ICASA and Sentech have supplied Google with data on what spectrum is supposed to be used where (TX power, antenna height, location, angle, type, etc.) Google have analysed this (not a trivial task, in contrast to someone's "face palm" comment on a TechCentral article), which involves carrying out Propagation Modelling for every transmitter within several hundred km on every frequency used, to determine which frequencies ought to be available. Interesting question, according to the (U.S. FCC) Technical Advisory 
Council, Critical Legacy Transition Working Group:

   "the FCC should set a date after which the circuit-switched voice elements
    of the PSTN would no longer constitute the network of record in the
    United States"

 From what I read, the (target) date is based on a (U.S.) National 
Center for Health Statistics report that determined only 6% of the 
U.S. population will use the PSTN in 2018.

Please give me the name of a local ISP who, when I call them up at 10pm, I will be put through to call centre staff in their US operation, and when I call them at 3am, I will be put through to staff in their far east operation? Serious question, I know they're coming, and I want to move my business to them.

Who owns who and who has invested money in who is ultimately meaningless, what does matter practically is "who has access to the international skills base of the parent company or brand". 


And yet speak to them about innovation and you inevitably get into an endless and ever more far fetched arguments about how stuff the rest of the world takes for granted can't ever happen in ZA. I realise how it works. Keep up the illusion of scarcity and the market will keep believing the high prices are justified. Rinse repeat for as long as possible.

I have it on the record from Vodacom and MTN that they are refarming GSM
spectrum for LTE.

8ta and Cell C don't need to cause they have 900 (or 800, I forget) and
2600 spectrum they can use.

I have seen these mobile Vodacom base stations all over the Bellville
area, and I have Vodacom friends that complains about Vodacom call
quality in this area... I guess that in this Bellville area nearly
everybody (except me) have a Vodacom cell phone close to the Vodacom
TEchnoCentre :(

GSM (and all radio based stuff which isn't licensed point-to-point)
have no guarantees when you start adding and/or moving stuff around,
so if you do care about real call quality, for all their faults,
Telkom still is the&lt;/pre&gt;</description>
