What does "prophylactic publication" mean? Did google but couldn't get a clear sense of it.

If a paper is published in a scientific journal, can this paper be called "prophylactic publication"?

Dear All,
 
I am a native speaker of Polish. My strong desire is to take up an
advanced English course for academic purposes. I estimate that my English level
is near B1/B2. I hope that I can make good progress.
I would
like to ask you several questions in this matter:
 
1.       Are there any free English courses
by correspondence offered  by your
language centre?
2.       Do you know where I can get other
free materials to learn English?
3.       Are there any other options for me
to get involved in educational projects to meet my purposes?
 
 
As for the
learning process, I experience several difficulties in learning English on my
own:

For style, use "is" when either D or A (but not both) is okay.
Example. To catch the bus or walk is your decision.

Next question:  If D and A are both okay, why say "D or A" instead of "D and A"?

Answer: "Or" means separate, different routes.  "And", when we talk about travelling, can mean "and then".

         To catch the bus and walk [from the bus stop] is okay. 
         The Direct Line  bus or the Ancillary Services bus are okay. (Two choices.)

I have a question, but it is related to the American culture rather than
the language. I hope it is not a problem.

I have noticed that Americans who are in the media - mainstream or
alternative - very often choose to identify themselves with pictures of
when they were much younger placed next to their articles or on their
websites.

Is that a cultural thing or just a coincidence?

I imagine that "power electronics" means "high-power electronics", that is, circuits using  watts rather than milliwatts.  I don't know. Perhaps the piece of writing will tell me.

"Defined Power Electronics" sounds (to my ear) like the name of a piece of writing which talks about a kind of electronics called "Defined Power" electronics.  I don't know what "Defined Power" electronics might be. An electronics engineer could tell me if the heading means anything.
