R version 3.0.0

This is no secret to those who read the NEWS file of the development version regularly, as the following has been in place since December 12th:

However, it seems reasonable to supplement this with a more direct public announcement.

The intended timing is to follow the annual release schedule and have R 3.0.0 around April 1 and a finalizing 2.15.3 a month earlier.

Major R releases have not previously marked great landslides in terms of new features. Rather, they represent that the codebase has developed to a new level of maturity. This is not going to be an exception to the rule.

Version 1.0.0 was released at a point in time when we felt that we had reached a level of completeness and stability high enough to characterize a full statistical system, which could be put to production use.

Release plans: R-2.15.1 on June 22

Just a note, mainly to people who maintain larger R installations, that we intend to have a patch release version on June 22. The nickname will be "Roasted Marshmallows".

This is somewhat later than previous .1 releases, but we are also now aiming for an annual rather than biannual release scheme.  There have been very few issues with 2.15.0, but some people may be waiting superstitiously for a .1 release (or expecting one come along any day now) and need to be informed about the plans.

It is the intention of the R Core Team to release the finalized version of the 2.14.x series at the end of February, and soon thereafter to start the run-in for 2.15.0. I.e.,

2.14.2 "Gift-Getting Season" on Feb 29 (3rd anniversary of R-1.0.0!)
2.15.0 "Easter Beagle" on Mar 30

(We'll see about getting the nicknames into the actual sources this time.)

Windows binary of 2.14.0

To all Windows users:

The binary build of 2.14.0 that was uploaded yesterday was missing Cairo 
support.  I have rebuilt it, and uploaded a new copy.

You can tell which one you have by running "svg()", which works on the 
new one, but not the old one.

You can tell which one is on your CRAN mirror by looking at the last 
changed date:  it is today (November 1) for the corrected build.
